What happened to the La Raza/The Race earmark?

Here’s an update on the La Raza/The Race $25 million earmark that had been tucked into Barney Frank’s massive housing bailout bill. (Previous coverage here and here.)

It was stripped out of the final version of the bill that passed the House yesterday. But that doesn’t mean they won’t get their money:

The original bill directed $100 million to four community groups, including $25 million each for housing programs run by the National Council of La Raza and the Urban League. Republicans balked, saying the money was meant to help Democrats in an election year.

The language was stripped out before the bill came to the floor. But La Raza, the Urban League and scores of community organizations are still in line for housing-development money, plus $230 million for the remainder of this year and another $230 million for fiscal 2009 for mortgage counseling.

“It’s a political-ally slush fund,” said Rep. Jeb Hensarling, (R., Texas), chairman of the conservative Republican Study Committee, which opposed the package.

As I’ve reported previously, the left-wing mortgage counseling racket is and will continue to be well-funded by the Dems while Republicans sit back and do nothing.

Republicans lead in ‘pork’ spending, watchdog group says

(link) WASHINGTON - Republicans in Congress, trying to appear tightfisted with taxpayer dollars this election year, found yesterday that some in their ranks led a list of “pork” spenders in a watchdog group’s analysis of government waste.The annual survey by Citizens Against Government Waste contends that 11,610 special-interest projects were stuffed into spending bills approved by the Democratic-led Congress last year at a $17.2 billion cost to taxpayers.But according to the survey, individual Republicans pushed the most pork last year. In addition, the three House Republicans sponsoring legislation calling for a moratorium all engaged in the practice, the report said.

For months, House Republican leader John Boehner has been leading a crusade against such projects, known as earmarks, which benefit lawmakers’ districts. Boehner, of Ohio, has called for suspending pork spending and has criticized House Speaker Nancy Pelosi, a California Democrat, for not yet agreeing to do so.

Republicans have attacked Democratic Representative John Murtha for delivering a pile of special-interest funds to his western Pennsylvania district.

According to the report, however, two House Republicans bested Murtha: Roger Wicker of Mississippi, who recently became a senator, and Representative Bill Young of Florida. The two scored $176.3 million and $169.5 million in earmarks respectively, beating Murtha’s $159.1 million.

In the Senate, the top three big spenders were Republicans, who together scored about $1.8 billion in home-state projects. Those senators were Thad Cochran, the senior Republican on the Senate Appropriations Committee, Richard Shelby of Alabama, and Ted Stevens of Alaska, who was roundly criticized a few years back for winning approval of a “bridge to nowhere” and has been reported to be the target of a federal corruption probe.

All the top spenders are members of the House and Senate Appropriations committees, which dole out federal dollars.

Opponents of the special-interest projects argue that they do not receive adequate oversight.

Among the pork outlined in the group’s report was $188,000 by Maine’s Republican senators Olympia Snowe and Susan Collins and Democratic Representative Thomas Allen to help the Lobster Institute, which the report said is working on a “Lobster Cam” and developing lobster dog biscuits.

This is exactly the reason why having a spineless tard Republican like McCain, someone who has no problem reaching across the aisle and working with the very bastards who have no problem with the conduct of these people and the city of Berkeley just makes me sick.
If McKein wants my vote he certainly would speak out against this bullshit, but I won’t hold my breath.

Fred Thompson’s Plan to Reduce Federal Government Spending

In 2007, the federal government’s spending rose to an astounding $2.8 trillion– the equivalent of $22,000 per household. Growth in federal government spending, however, rarely translates into better services for the American people. Solutions for many public policy problems are best found in the private sector, and then at the State and local level–not in Washington, DC. Indeed, the federal government loses billions every year due to ineffective programs, poor management, waste, and fraud. And, the problem is getting worse. Within the next five years, federal spending is expected to reach more than $3.2 trillion, or about 20 percent of our economy; more than half of this amount is mandatory spending for entitlements. Increasing government spending is not the answer to our country’s problems. It is time to get it under control with better solutions and better management of our federal government.Balance the Budget and Eliminate Underperforming Programs

Congress has consistently refused to balance the budget and address the deficit. In fact, federal spending continues to grow at rates double inflation. This rate of growth in federal spending is not sustainable and must be brought under control. The following actions will result in better control of the growth of non-defense discretionary spending:

  1. Limit Non-Defense Federal Spending to Inflation. Federal spending is expected to grow an average of 4.5 percent each year over the next five years. This growth is more than twice as fast as the estimated rate of inflation! Slowing the rate of growth in federal spending would help the federal government balance its books. Further cost savings can be achieved by limiting increases in the annual rates of growth for mandatory federal spending programs.
  1. Implement a One-Year Hiring Freeze Pending Completion of Federal Government Strategic Assessment. Initiate a senior-level Administration assessment of the federal government’s activities to determine their proper alignment with national priorities. This assessment will permit a re-shaping of the federal government to best address these priorities. Until that assessment is completed, institute a one-year freeze on the hiring of all non-essential civilian workers and contractors. This will give a new Administration time to assess its personnel requirements in order to “right size” the federal workforce, commensurate with national priorities, to match staffing and contracting needs to agency responsibilities across the executive branch.
  1. Conduct a Comprehensive Cost-Benefit Analysis of All Federal Programs. Over the past few years, the Office of Management and Budget’s Program Assessment Rating Tool has found that many federal programs are ineffective or only moderately effective. With the aid of rigorous cost-benefit analysis and relying on the Government Performance and Results Act, the President must work with Congress to determine which federal programs to eliminate, reduce, combine, or place on probation.

Enact Meaningful Earmark Reform

Congressional earmarks add up to tens of billions of dollars each year. In Fiscal Year 2006 alone, the cost to the American taxpayer was more than $64 billion. Even more disconcerting is the fact that many earmarks do not benefit the America people but only serve to support special interests. To accomplish real and meaningful earmark reform, the following actions must be taken:

  1. Provide President with Line-Item Veto Authority. Congress can provide this authority without a Constitutional amendment. Such authority would better control spending and prevent the use of public funding for wasteful earmarks.
  1. Direct Agencies to Ignore “Soft” Earmarks. “Soft” earmarks are those included in Congressional report language, but not in actual legislation. Failure to include such earmarks in the bill language itself makes it easier for Members of Congress to hide their earmarks and prevents the full House and Senate from voting on them. Federal agencies must not fund these “soft” earmarks unless they otherwise meet agency standards for a funding award.
  1. Propose Legislation on Earmark Procedures. Promote greater transparency by urging Congress to approve legislation that requires the posting of all earmarks on the Internet for the public to view at least 24 hours before the underlying bill is brought to the floor for consideration.

The media has noted, though many libertarians have ignored, that the allegedly “libertarian” Republican, Ron Paul, has been bringing home the bacon to his district, just like every other vote-seeking politician. The PR hype is that Paul is different. Judge for yourself.Paul says he only votes for spending authorized by the US Constitution. But when it comes to using his Congressional position, to request pork for projects in his own district, apparently anything goes. Whether the spending is Constitutionally legitimate, or no,t Paul brings home the bacon.

According to the Houston Chronicle, Paul:

…leads the Houston-area delegation in the number of earmarks, or special funding requests, that he is seeking for his district. He is trying to nab public money for 65 projects, such as marketing wild shrimp and renovating the old movie theater in Edna that closed in 1977 — neither of which is envisioned in the Constitution as an essential government function.

Paul’s arguments for using pork barrel projects in his own district is that, “if they take it, we should ask for it back.” Of course, on that basis, there is little spending which is not justified.

Paul also argued that these special earmarks, used by Congressman to increase their own popularity at home, don’t add anything to the budget. The funding is already in the budget he says and the budget is not increased to compensate for them. But spending $400 million on pork, as Paul requested, still means the $400 million is spent. And, under the current budget, if it is spent, it contributes to the deficit that will, no doubt, mean higher future taxes. While agencies try to spend their full budget so they can request more the next year. There is some slim chance that funding allocated will not be spent. Earmarking makes sure the funds are spent.
